Prices will vary on the physical product. There are many different printers out there that'll do it for different prices. Scout them out and see which ones you can afford and which ones can do what you want. It's usually cents per page.
Well, if you're looking for ideas, then just go browse the net. There are plenty of nice websites out there. Go to places like deviantart or something. They've got all kinds of designs for people to see.

1. Which methods/forms of payment should I add/program to the site to accept?
- Paypal & Major Credit Cards.

2. Would it seem more "professional" to format the books to PDF's or just have them web-based in frame's?
- How about PDF in frames?

3. What are some good PDF conversion software programs to help further the format of the books?
- Adobe has some, I think.

4. If converted to PDF's... should the file's be graphical or plain contextual?
- Both.

5. Would it be safe to encrypt the PDF file (40-bit or 128-bit with a password) to keep from printing or copying and pasting of the text in the PDF or is that to "over-protective"?
- There is no such thing as "over-protective" when it come to things like this. Do everything you can to keep people from stealing.

6. How much is it to copyright each book if it were to be published online?
- It depends where you go.

7. Where are some good place to find editors and proofreaders? I have a few but need more resources.
- Everywhere online. Heck, I'd do it, depending on the pay.

8. How could I market this and actually interest/lure people into buying (4 full price, 5th half off, etc.)
- Ads, forums, forum sigs, etc. There are a bunch of forums for hardcore writers/readers out there. Those would be the best to target.

9. Where is some good places to find a good design for the site? (I would help out myself, unfortunately I suck at making designs right now.)
- Anywhere. Search the web.

10. How else can I develop this site out to help my brother make some money, I mean, if he profits, I profit WITHOUT money (but in good spirit's that he is making some sort of living.)
- I like wahpah's idea a lot. Invite writers to sell their work on your site for a fee. There are a bunch of hardcore writers out there. They'll do it for sure to get their stuff out there.

If he will be charging for people to read his short stories, he is going to have to be very prolific short story writer - and very good - to get repeat and word-of-mouth business. If he is writing novels or novellas, I would suggest going with an establishe POD (print on demand) or ebook publisher online and making a website to just market the books he writes.

I'll go into a more detailed response later but he may want to consider getting into content writing.

I like wahpah's idea as well to market other writer's books on his site and sell them. Could be another way of making revenue.

Other then that, I am thinking about doing it via webpage frames as well, only thing that gets to me is that, how protective can I make it so that the people can't get access to it or what.

I was thinking maybe of doing something like... getting a help or assistant hand on coding a PHP script that only allows the IP that paid to purchase the book to only access it. This'll still make it effective so that ONLY the purchaser can read the book and even if they send the link out, the person still has no way to read the book through the frames because it is IP blocking. Opposite works with the PDF, although they won't be able to save or print, they could still save as and transfer the file.

But yeah, I'm still looking for good thoughts on it so, keep sending me your thoughts and opinions on this NBT
