You can't be more true than that. I been with a forum for a few months that had a very large memberbase and the owner loved giving out mod jobs and it really ruined the value of being a mod. I guess it was a power struggle for him or something.

I'd say have one global mod where they can moderate everything and when your forums get busy you can then get singular mods that can only moderate one section of the board till they gain your trust.
