I guess it all depends on who you are working with as far as business is concerned. Would that apply to regular customers as well? Because usually you take payment before you give any services.

Very true, it is hard to report someone who does eventually do the right thing (if not for the right reasons). I've contented myself with simply not accepting any more work from this person and being glad I didn't do 100 articles like he originally wanted!

Unfortunately, it doesn't work that way in the writing business. Although some freelancers ask for 1/4 to 1/2 of payment upfront, most of us don't get paid until we turn in the final project and it is approved. This protects the client so he/she can be sure they're not buying junk, but it is a risky business for the freelancer who has to decide whether to trust a client enough to put in hours of work on a project that may or may not be approved or paid for.
