I ask because the programs online that promise large amounts of traffic i believe are pop up advertising, and they also promise large conversions because they supposedly only advertise your site on related sites where people are already looking for something like what you have to offer. Is it true? Does it work?

I am in agreeance with you. Having to pay for clicks is ridiculous. You should only pay when it works. Thats the way we do it. We have proven that interacting with customers works. Flashy signs and and windows that wont close just aggravate consumers. Having a representative that walks talks and speaks like you works. It works in real stores and it works online as well.
