Moneybookers does not work in just Asian countries - I know people in UK and US that have used it. But you need to contact them because a cursory glance of their website did not prove fruitful of its locations

There was a time where Online gambling sites use Moneybookers.com for their operations. Having said that, for sure it's international. Especially when some countries cannot use paypal, they use 2checkout.com or Moneybookers.com instead. That includes my country.
