Does anyone know of any shared hosting affilliate programs that they have not had any problems with.

are you trying to be the affiliate? Try working with a larger business that uses something like commission junction to manage payment.

Try hostgator, register, godaddy, and the other major hosts.

If you want to resell, just find a reseller account from those companies. (suggested if you intend on making more money if you have time to commit)
